This isn't necessarily vaporware as I got as far as putting together a basic C/SDL tech demo about two years ago running at NES screen resolution with memory mapped video emulation to display the stash and trench coat totals in nice bordered windows and let you change amount of drugs and current location. There was also an option to change the location from New York to Los Angeles and have different types of drugs for sale e.g. crystal, all fairly obvious but with different colour schemes and graphics to keep things interesting.
